OK guys, I've been thinking long and hard about this, and I want to overturn the rule that says people can't talk in the OOC of a project where they don't have a character. I think it's important to allow everyone that participates here to see the stories we have around the site, and be allowed to discuss them. Now, this could possibly lead to a lot of spam, but that's something the mod and Tjad and I as admins will have to address on an individual basis. OOCs are NOT for petty squabbles, and are not for the discussion of philosophies or anything like that. They are simply for discussing the project's development, and I see no reason why people not involved in the creation of the project shouldn't be allowed to discuss that with everyone else. I'd like to hear what you all have to say about this, too, though, before I decide anything for sure.

Well, it seems everyone wants to be able to talk in OOCs, so I'm going to go ahead and try to find that rule and edit it.
edit: Upon further inspection, it seems that this was just a spoken rule enforced by Ronnie; there isn't any record of it in the FAQ or Standard Rules section that I could find. So, feel free to discuss things from now on in OOCs of projects you don't participate in, but remember, stay on topic! Don't go in there and start talking about your favorite food or TV show or something like that; stick to the project's progression, or the character progression of players/NPCs.

A tad late, but I'd like to make this clear at least for my Project. If your not in it, I don't want you posting in my OOC, because it can possibly prevent me from being able to keep track of important information that my rpers may be telling me. I also highly doubt that anyone outside of my Project has anything "on topic" that's worth being posted in my OOC.
